Michele Forzley and Forzley & Associates have assisted numerous countries in developing and implementing legal architecture to support national health objectives across all topics ranging from universal health coverage and insurance, global health security/International Health Regulations, private sector regulation (service providers and pharmaceutical sector actors) women's and children's health, infectious diseases, antimicrobial resistance, access to medicines, procurement, institutional reform and more. By legal architecture, we refer to legislation - new and amended laws, subsidiary legal instruments and policy documents and establishing effective functioning regulatory institutions and units within that are indispensable to achieve health goals. In addition we serve clients on specialized projects such as market access evaluations, intellectual property and medicines access issues, health product market analysis, and other specialized projects where our expertise in law and global public health are essential. Michele Forzley, JD, MPH
Michele is the director and founder of the firm. She serves as a senior legal, technical or governance advisor to international, national and regional governmental and non-governmental organizations, national government ministries, donors and industry. Michele is an expert on the legal aspects of SDGs 3, 16, and 17 focusing on health matters, ranging from reforming, drafting and implementing health and pharmaceutical legislation and regulation, institution building, access to medicines, IHR, global health security health finance and UHC, private sector regulation, medicines regulatory harmonization, cross border acquisition of health services, governance, trade, intellectual property, corruption, PPPs and public procurement. She has served as an expert to the Access to Medicines Index, to the UN Secretary General's Independent Accountability Panel for the Every Woman Every Child movement, and is recognized as an expert on Health Law, Ethics and Human Rights by the WHO. From 1979-1999: Michele was an independent general counsel to private sector corporate clients from her office in New York City specializing in finance, international business development, trade, and SMEs. Since 1999, she has been based in the Washington, DC area with a focus on the public sector as a primary regulator of the health sector, international NGOs and specialized UN agencies and public health associations.
